Navy Ship Procurement Rate and the Planned Size of the Navy : Background and Issues for Congress 스크랩

The Bush Administration is reviewing the future size and structure of the Navy as part of 2001 Quadrennial Deffense Review(QDR). Many observers believe this review will need to reconcile a tension between current operational demands for naval forces(which may call for maintaining a Navy of 310 or more ships) and potenial available resources for naval forces (which may be consistent with maintaining a Navy of fewer than 300 ships). The Administration's proposed FY2002 defense budget requests funding for 6 new Navy ships, which the Administration acknowledges is less than the average of 8.9 ships per year that would be needed to maintain a 310-ship fleet over the long run. This report will be updated as events warrant.

Advances in wireless telecommunications technology are converging with Internet technology to foster new generations of applications and services. Presently, the United States and other countries are moving to a third generation (3G) of mobile telephone. Its defining feature is that its various transmission speeds are significantly faster than prevailing technology and make heavy demands on bandwidth capacity. Industry experts have observed that more efficient uses of bandwidth must be developed to meet future demand. Congress and federal government departments and agencies are examining the impact that 3G technology will have on bandwidth demand and spectrum allocation

Nuclear Regulation : Challenges Confronting NRC in a Changing Regulatory Environment 스크랩

(the Nuclear Regulatory Commission)NRC's implementation of a risk-informed approach for commercial nuclear power plants is a complex, multiyear undertaking that requires basic changes to the regulations and processes it uses to ensure the safe operation of these plants. NRC faces a number of challenges to develop and implement this new approach. For example, just developing a "roadmap" to guide the agency through this complex process is a challenge. NRC needs to overcome a number of inherent difficulties as it seeks to apply a risk-informed regulatory approach to nuclear material licensees. Another challenge for NRC will be to demonstrate that it is meeting one of its performance goals under the government performance and results act - incresing public confidence in NRC as an effective regulator. Like other federal agencies, NRC faces challenges in human capital management, such as replacing a large percentage of its technical staff and senior managers who are eligible to retire.

Objective and Results in Brief Objective Determine why a gap exists between federal agency-reported obiligation data and performer-reported expenditure data. Results in Brief : A gap exists for several reasons - Primarily, the gap results from annually comparing two separate and distinct types of financial data--federal obligations and performer expenditures--that are not comparable. - Other potential reasons that contribute to the gap include data collection and reporting issues such as the use of estimated data. However, even if these issues were addressed, a gap would still exist.

Although most of the epidemiological and laboratory studies conducted on the issue have found no adverse health effects, the findings of some studies have raised questions about possible cancer and noncancer effects that require further investigation. The world health organization has identified priorities for further research - including additional epidemiological, laboratory, and animal studies - and a number of major initiatives are under way, particularly in Europe, to address these research priorities. The U.S. government sponsors and supports some of the research; overall this represents a small portion of the total worldwide research effort.

Information technology : Architecture Needed to Guide Modernization of DOD's Financial Operations 스크랩

DOD(The Department of Defense) does not have a financial management enterprise architecture, nor does it have the management structures and processes in place to effectively develop and implement one. Without this "blueprint" to guide and constrain DOD's investments in finacial management operations and systems, the military services and defense agencies find themsselves currently operating unique and nonstandard financial processes and systems. Exacerbating this situation are DOD's plans to spend billions of dollars on independently from one another and outside the context of an integrated enterprise architecture. The result will be more processes and systems that are duplicative, not interoperable, and unnecessarily costly to maintain and interface, and that do not effectively address long-standing problems or optimize financial management performance and accountability.

The reprot policies to enhance sustainable development responds to that mandate. It draws mainly on recent work done by the OECD and its affiliate organistions on various themes related to sustainable development. It also uses other appropriate sources to complete the discussion of these themes. Consistent with the mandate for the project, the report makes no attempt to be comprehensive in its treatment of sustainable development. Rather, it focuses on policy options availations into the working of the economic system, and to address some of the social consequences of better integration. While many of these policy options are well-known, their actual implementation in member contries has often fallen short of what is desired. This report stresses that high priority needs to be put on building stronger support within governments, and society more broadly, for comprehensive implementation of sustainable development policies, both domestically and internationally. The policy reprot, policies to enhance sustainable development, builds upon, and is complemented by, a more detailed analytical report on sustainable development (OECD, 2001e). It is provided as background for the OECD council ministerial meeting in may 2001, and is published under the responsibility of the secretary-general. Other related publications generated during the course of the OECD project on sustainable development are listed below.
